Who this binds. These are statutory duties for social landlords — section 10A applies to social-housing leases rather than licences. If you let privately, treat the output as a service standard rather than a legal deadline.
How it counts. Working-day clocks begin the day after awareness and exclude Saturdays, Sundays and England & Wales bank holidays. The 24-hour emergency clock is calendar hours and excludes nothing — it runs through the weekend.
